which tool are you using when right clicking? or is it happening on all?

    I don't have any trouble with my i5 2500K, R9 390 - instant menu

All, I can't use any till context menu pops up. However I have just found that switching proof profile from printer profile for paper I use to none speeds things up a lot - strange. 🙄

Time to report back on this.
I raised a support case and the Capture One support team were extremely helpful ending up with spending an hour online with developers in control of my machine.
It turns out that despite various checks, SFC etc, showing my Windows 10 v1703 installation having no faults there must have been a corrupt file in the system. Doing an in-place upgrade of Windows 10 v1703 to v1703 using the media creation tool re-installed windows without affecting my apps and data. After doing this Capture One runs without problem.
