Color Grading
I have recently switched over from Photoshop to Capture One.
I've been watching the videos on color grading and how you can change colors but find I can't change the colors that have the values approaching pure white or pure black. For example, if I had a washed out white sky, in Photoshop I could also deal with it by using the paint bucket tool and colouring the blown out area blue. I can't adjust those whites the same way with the colour editor. IIs there a way of getting to the same place in Capture One?

Capture One is a RAW converter with some handy tools that go beyond converting a RAW file, it is not a replacement for Photoshop.
That said you could try to make a new adjustment layer, brush a mask for the sky area, then use the color balance tool to add blue. Or the curves or levels RGB channels to add blue. You can make another adjustment layer and do the same thing to enhance the effect further.
You may find that Photoshop is better suited for this type of work.0
