Can't find process recipes tool

I have CO 21 Express for Fujifilm. I don't have the Output tool on the tools tab. Right-clicking on a tool tab has no effect. Needs to turn on the watermark. How do I run the Outpoot tool?

  Express does not include some functionality that the paid-for versions offer. Process Recipes fall into that category.
