I cannot activate the version 21 with the pre upgrade version 22 key

I just bout the pre-upgrade key of version 22, After download the version and enter all necessary information. A pop-up shown I cannot use given key for activation. Please help!

Ken,

Did you already have a V21 purchase and activation?

If not and you are, for example, upgrading from V20 it seems that you would need to re-activate V20 with the new key not a V21 installation.

Without knowing the answer to these points I'm not sure what else can be suggested.
