I figured it out. Capture One seemingly can't import photos with a filename that start with an underscore. e.g. '_DSC1234.ARW' won't import, but 'DSC1234.ARW' will.

I have granted both versions of Capture One full disk access like this I was under the assumption that this would solve that issue.
