You can look in Capture One, in the Camera menu > Auto Select New Capture. It should be set to Immediately or When Ready.

Good question. I have no idea why it does not stay at the chosen value. I suggest you open a support case for this and see whether they acknowledge it as a bug (or a feature, just kidding).
