That's a Windows dialogue box rather than C1. Have you tried ticking the "Always use this app to open Tif files" check box?

This is often a video driver issue. Try updating the video drivers and if you have a Nvidia card, see if they offer "Studio" drivers which are designed for image editing rather than gaming.
