Just an idea, prompted by one of David's videos, try increasing the preview sizes as your current size may be leading C1 to access the raw file with each adjustment.

On a multi layer image I never got above 21GB ram use and C1 using 273% cpu pushing sliders from min to max or triggering Auto Adjust. This suggests ram over cores and that 24GB will be plenty. I...
